OK, so #17904 is now solved (at least in the 5.1 PHP version I have on
a Ubuntu Dapper Beta machine kicking around. I may not want to re-open
that bug any more, but it would still be nice to be able to add a
comment to it stating that it's actually been fixed already.

Description:
------------
See #35311. I am trying to report that a bug closed as 'bogus' is in
fact still a real outstanding bug, but after spending several minutes
typing up a retort on the elusive 'add a comment page', it tells me:

You can not add comments for bugs with the statuses:Closed, Duplicate,
Wont fix, Bogus, Stale

In this case (#17904), I would like to agree with the original poster
that this is a valid problem, and one which still exists, and urge that
the bug report be re-opened, but I am unable to do so. I am particulatly
unhappy that it didn't tell me this *before* I typed up my comment!

Expected result:
----------------
The ability to comment on and/or re-open closed bugs. Otherwise, we end
up with tons of duplicate bug reports with no history.
