Will it be possible to include the PHP Manual (i.e. PHP 5.0) in a
pdf-version like e.g. HTML 4.01 is on www.w3.org?

You can always download the full HTML version, load it in Openoffice and
export a PDF. It is going to be very big. The manual is frequently
changing, so this is why we are not trying to pose with the
"download-once" looking PDF. The HTML spec is stable, the PHP manual is
actively evolving.
