First find the way you are interested to contribute, and then after you
are known to the community, you can get a @php.net account.

It is not possible to get an email account, as php.net hosts no email
accounts. These are just forwarding addresses, and for only those who
directly contribute to one of the php.net projects. You need to take
part before you get known by the community to get an email address. It
is a side effect of being active in the php.net community, participating
in php.net projects.
