Author File php_manual_en.tar.gz is non-functional

To whom it may concern,

The file that I tried to download,
php_manual_en.tar.gz, is non-functional. So, instead,
I am now running wget to get a local copy of the PHP
docs.

We know about this problem, and it was already reported multiple times
in our bug tracker.

It's also fixed now... although it may take some time before the mirrors
have it.
