Need Help Recompilling PHP

I am running RedHat 9.0 with php-4.3.4 and apache 2.

I'm trying to add --enable-ftp and --with-openssl, but everytime I
recompile nothing at all changes. The compile runs through just fine Then
I do make and make install with no problems. But in the end, nothing gets
updated according to phpinfo()

I'm following the instructions here.
http://www.php.net/manual/en/install.apache2.php

What am I doing wrong? How can I update my php options? Does
/user/local/apache2/cgi-bin/php need to be updated?
