I would like to start contributing here; however, I would like to be sure I
am taking the right approach. Is it common and even acceptable for the
documenter to take applicable user notes and examples, clean them up, then
make them a part of the main documentation?

Yes, sure! In the note submit page we say explicitly that the note might get
integrated in the manual.
