It is expected behavior of docbook-xsl.
You should be using <section /> there, not <sect1 />
(see: http://www.sagehill.net/docbookxsl/Chunking.html)

As you can see when comparing http/reference.xml and php.net/http, the
(new?) build system truncates any subsequent <sect1/> sections.
