This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

on php.net/session and in php.ini there's note:

"Note: If you want XHTML conformity, remove the form entry and use the
<fieldset> tags around your form fields."

This issue is not specific to XHTML.

HTML 4 Strict, XHTML 1.0 Strict, XHTML 1.1 require block elements in
<form>

HTML 4 Transitional and XHTML 1.0 Transitional don't.

Expected result:

I suggest changing "XHTML" to "XHTML/HTML Strict"
