Conversion of russian docs from win-1251 to utf-8

Hello all!

It seems to be impossible to get correct UTF-8 HTML output from Russian docs
(that are currently in win-1251).
"Impossible" here means "I tried many times and many tricks, but I failed".

So, I'd like to convert all the translated files to UTF8 (that works/builds
correctly, I've already checked it out).

Any objections?
Or maybe someone succeed in building UTF8 docs from win-1251?
If yes, tell me please how did you do it.
