Is this the "most standard" way to read a simple xml configuration
file?

Well, "simple" is relative. I would have to validate it first, XSD
modules?

If it's "simple," consider XML::Simple (which can actually do some
pretty complex stuff). I find this module quick and easy to use, yet
highly functional.
