The help file or product manual for the end user should be developed
as part of the application SDLC or it should be consider a separate
project?

If it is part of the SDLC what role is responsible for it and when it
should be developed?

Ask your onsite customer that. How can we guess?

For some shops, a good users manual is mission critical.

At my shop, the applications are either in-house or self-explanatory, so we
just tell each other what to do.

If your onsite customer asks for it, they might ask that you spend a few
hours each w upgrading the manual, to match this w's features.
