From imagemagick.org:

"ImageMagick is distributed under a[n] Apache-style license, which is
approved by the Open Source Initiative and is compatible with the GPL.
ImageMagick is available for free, may be used to support both open and
proprietary applications, and may be redistributed without fee."

There's also the GD image library from Thomas Boutell.
It's available at:

GD is commonly used for image creation from websites (has perl and php
bindings, among others). It's also open source, but I don't remember the
actual license and couldn't find it in a 30 second scan of the website.

I believe that both libraries are available in binary form (DLL) for
Windows.

I know of consultants available for both libraries (I'm not very
familiar with them myself) if you need help.

Of course, if you were working in some other language, such as Java, and
wanted Pure Java, there are other libraries.
