I don't think they generally do, however the USA typically does not
understand well any culture outside of the USA/Mexico/Canada. This at
the individual is not a problem but group everyone together in a big
rich country and you get quite a problem with the USA upsetting the rest
of the world.
The political situation in the USA is based on the rights of individuals
and power lies with wealth and big business. It is also a democracy
and is at the mercy of the ability of the population to elect suitable
governments.
China is strongly oriented on the benifit of the state and not the
individual, and this is broadly supported by the population. Now that
China is becoming rich, it is becoming more powerful and this has the
potential of becoming more powerful than western democracies because
their system is based on the benifit of the country as a whole.
China has very deep seated principles and a population that is
supportive of their system. The USA has difficulties understanding the
rest of the world and its my opinion that China has a similar difficulty
that is potentially more acute.
Both countries need to become more understanding of each other, both at
a high level and an individual level.

First you have to decide upon the principles and apply them equally. If
its wrong to invade Iraq (which I do think) then it would be wrong for
the USA to be invaded over gun laws and crime. Just talking about it
will make them (the USA) very scared!
I'll tell you how it is, nice little old ladies and gentlemen (and
others) who are scared of the world, support polititions and policies
that are borne out of fear. This is the value of democracy: the little
person collectively has massive influence. With all respect to the
individual, he does not understand objectively and properly the
international issues the polititions deal with. The polititions, feed
and control the media with hyper-reality in order to preserve their
office and prestige. So there is a circle of manipulation through fear
that supports and propogates bad policies.
So really the basic wheel is the same in many countries. Of course the
more involved the people are the more moderate the resulting policies,
usually. Democracy tends to involve the most people in the wheel of
manipulation and fear.
Each country, or person has difficulty in seeing their own crimes, and
at the moment there is not a sufficient world structure to bring all
governemnts to account. Therefore we will continue to suffer the
bullying tactics of the most powerful nations.
Who is responsible? Everyone! you me and everyone. Its tough when you'r
up against the hordes of scared little old ladies.
Principles can be dangerous because they give the weak strength. Be wary
of corrupt principles!
