I was put in charge of managing
the organization and productivity of our people (an european IT company
which is small but expanding, from 50 to 80 persons)

Do you know of any specific metric (or evaluation measures) appliable
to a service IT company with "big" customers and teams varying from 3
to 15 persons ?

The short answer: there is no single magic metric.

Developing metrics programs is a major part of SE and SQA and there are
a bunch of books on the subject, not to mention entire courses in CS
degree programs. The Books category of my blog briefly reviews a couple
of books on metrics that I would recommend reading.

Metrics are nice, but having a work break down is even nicer. You really
can't get meaningful time metrics without one. More importantly you have to
ask yourself, just how do you track time when people are simultaneously
doing several things. Are apples being mixed with oranges due to problem
stacking (i.e. task switching without realizing it)
