Yes it can. Depending on the shop. 20 years ago I was yelled out by
the SA because I BA, former PA, asked a PA a simple what heppens when
X=1 in program Z? From that point on, had to write my question on
paper, send to typing, review the draft, approve it, receive final, put
in interoffice mail (going from the left side of the buidling to the
right side where SA was located). Only, then were the technical folks
ALLOWED to walk over and give me the answer. Total time, 7 to 10 days
due to work load from the typing pool and mood of SA. Back then, BAs
and users just got in the way of coding.
Said PA till the day he retired logged everything he did in steno pads
book by 15 minute blocks "for my protection" he would say. IT has come
a LONG way with all these neat methods that cut developement time and
gives the business what they need when they need it. Those were NOT
the happy days.
