Free and simple project management online

| Hello,
Does anyone know of a free and simple webbased project management tool?
What I want is to:
1)Create a project and assign other members
2)Possibility to upload files, with version control
3)Perhaps a small discussion forum?
So, the demands are not so tough, and hopefully such a place exists?

Guilherme, thank you for looking into my case.
BasecampHQ is not free if you want to upload files, not even small files.
Also for Activecollab you have to install some software, which I forgot
to list as a requirement.
So if you or anyone else has some nice ideas, they would be greatly
appreciated.
