Author [CMMI] Generic goals in staged and continuous representation

Hello group,

I am to give an overview about ISO 15504, CMM and CMMI. There is one
thing in CMMI that totally confuses me. I understand there is a kind of
general model in CMMI (the model components) and CMMI provides two
representations of this model (the way the model components are
arranged). This makes perfectly sense to me.

The thing I just do not get is why CMMI staged representation only has
one generic goal per process area and only for level 2 and 3. I
understand that GG1 is not meaningful as it only deals with the correct
execution of the process area. But what about GG4 and GG5? They are
further steps in institutionalization and really important in my
opinion. Are they just removed in the staged representation? Does that
mean that quantitive measurement and proactive process improvement are
not addresses by the staged representation?

Thanks for your time,
Stefan Siegl
