Hello guys

I want to make an e-vote program.

This program must simulate a secure election protocol that both maintains individual privacy and prevents cheating.
I have an Intermediate knowledge in Java programming and I also know a lot about Cryptography algorithms.
I want you to give me some ideas because I don’t know how to start.
The program is consisted from 3 individual programs:
Central Legitimization Agency, Central Tabulating facility and a traditional GUI program.
I don’t know how to make ( program? ) a server and the hole project is very confusing for me. Multiple users (voters) must communicate with my program and also I must store information i.e. public keys passwords...
Can you give me specific directions please?
