Look in the professional journals, especially those for graphics, and look at what schools the authors are from. The strength of the CS department will often be proportional to the number of papers by faculty in refereed journals because of the publish-or-perish policy. I haven't looked at this stuff for decades, but I would imagine the ratings published for university departments are now online and you can find them by googling. Such ratings are very crude; they don't discriminate very well other than quartiles. IOW, if the school is in the top 50, it is probably a pretty good school, but that is about all one can say. You can also look up the bios of any prominent people you know of in the field and see where they went to school; the school must have done something right. Once you have a list of schools, you need to look them up online and see what the curriculums are and whatnot. -- There is nothing wrong with me that could not be cured by a capful of Drano. H. S.
