Mobile web service questions(jsr

Hi all,

I am new to j2ee. Now I am working on a mobile payment system.

I want to build a web service in server with a database.mobile user can use
the service to access the data and update the database.

High secure standard is required, which web service is better for this
project? Is it jax-rpc? the j2me web service API Jsr 172 support the
jax-rpc, do I have to build jax-rpc web service to match that? RESTful is
recommened to be better for mobile client, is it????

Now I am  how to build the architecture. Could anyone give me any
suggestion
