How does this relate to modules like Net::IPv6Addr, NetAddr::IP, and so
on?

I notice that Net::IPv6Addr hasn't been updated in a long time. Would
you like to bring that one up to date with your new stuff?

I took a look at the other modules listed and the module I posted is a
bit different.  The functionality is a bit different but related.
After a quick re-review of Net::IPv6Addr I could port my functionality
into it.  How should I proceed?

Start with the author of the target module and see if he can make you a
co-maintainer. Post to a public forum such as use.Perl that you have
some patches and updates.

If you don't get a response after a couple of ws, we can transfer
the module to you.
