Generally speaking, politicians have a small number of things that are
priorities to them. For the rest, they will generally decide based on the
priorities of large donors or based on what will get them elected. Such
positions will change based on expediency.

Not uncommonly, the "small number of things" amounts to nothing more than
the desire for power for its own sake or for the purposes of financial gain.
